August 2008 Loudoun Chapter President
attends VA PBA Division meeting and political screening
On August 16,
2008 the President of the Loudoun Chapter Brian Curtis attended the
Virginia Police Benevolent Association’s Division meeting in
Charlottesville. Prior to the meeting members present screened
candidates for the upcoming U.S. Senate election in Virginia.
Chapter Presidents from across the Commonwealth were present along
with Jack Roberts, President and Executive Director of the SSPBA,
Terry Nowell, Director of Research and Training for the SSPBA and
John Midgette, Executive Director of the North Carolina PBA.
During the meeting reports were given on the following topics by VA
PBA Division President Jason Knorowski; membership, legal,
financial, and the Police Benevolent Foundation. The legislative
report was given by VA PBA Division Vice President Brian Curtis. The
Board also decided based on the political screening to endorse Mark
Warner for U.S. Senate.
The meeting concluded with the election of Division Executive Board
for three year terms. Jason Knorowski from the Southeast Chapter was
re-elected President; Brian Curtis from the Loudoun Chapter was
elected Senior Vice President; and Bill Gordon from the Newport News
Chapter was elected Secretary; the office of Vice President was left
vacant at this time.
After the meeting our new VA PBA Executive Director, Sean McGowan,
was appointed by SSPBA President Jack Roberts. He will fill the
position on a part time basis until his retirement next year. No
future meeting was set at this time.

September 2007 Loudoun Chapter endorses Candidates for Loudoun
County Sheriff, VA State Senate and VA House of Delegates
On September 22, 2007 the Political Screening Committee for the
Loudoun Chapter conducted screenings for candidates seeking election
to the Office of the Sheriff for Loudoun County, the VA State Senate
and VA House of Delegates.
The screening questions for the Office of the Sheriff covered the
following issues; post election job security, the Law Enforcement
Procedural Guarantee Act, meet and confer, the grievance procedure
and the promotional process. The screening questions for the VA
State Senate and the VA House of Delegates covered the following
issues; increasing the retirement multiplier for law enforcement
officers, lowering the retirement age, overtime compensation,
changing the definition of a law enforcement officer, law
enforcement officer representation during internal investigations
and collective bargaining.
After completing the screening the
Committee, based on the candidate’s responses to the screening
questions, provided the Chapter Board of Directors with their
recommendations for endorsement. After careful review the Chapter
Board of Directors voted to endorse the following candidates.

August
2007 Loudoun Chapter President attends VA PBA Division meeting
On August 4, 2007 the President of the Loudoun Chapter Brian Curtis
attended the Virginia Police Benevolent Association’s Division
meeting in Charlottesville. Presidents from Chapters across the
Commonwealth were present along with Jack Roberts, President of the
SSPBA, Jeff Fluck, Director of Governmental Affairs for the SSPBA
and Gary Martin, Executive Director for the VA PBA.
The main topic of discussion was the upcoming state elections and
the issues that will be screened statewide. Reports were given on
the following topics by Gary Martin and Jeff Fluck; membership,
legal, financial, legislative and the Police Benevolent Foundation.
It was discussed that the current membership of the VA PBA is just
over 2000 members and growing. Current members are encouraged to
recruit new members.
The meeting concluded with the election of Division Executive Board.
Jason Knorowski from the Southeast Chapter was elected President;
Sean McGowan from the Alexandria Chapter was elected Senior Vice
President; Brian Curtis from the Loudoun Chapter was elected Vice
President and Bill Gordon from the Newport News Chapter was elected
Secretary. No future meeting was set at this time.
August 2007 Loudoun Chapter
endorses Candidates for Board of Supervisors and Commonwealth
Attorney
On August 3, 2007 the Political Screening Committee for the Loudoun
Chapter conducted screenings for candidates seeking election to the
Board of Supervisors and for the Commonwealth Attorney.
The screening questions for the Board of Supervisors covered the
following issues; evening/night differential, employer contribution
to deferred compensation accounts, approval of personnel budget as
requested by the Sheriff’s Office, employee pay scales and employee
leave. The screening questions for the Office of the Commonwealth
Attorney covered the following issues; court scheduling, officer’s
failure to appear in court, Commonwealth Attorney input on judicial
reviews and waiver of 4th Amendment rights in certain cases.
After the screening the Committee, based on the candidate’s
responses to the screening questions, provided the Chapter Board of
Directors with their recommendations for endorsement. After careful
review the Chapter Board of Directors voted to endorse the following
candidates.

Election of Loudoun Chapter Board of Directors.
As a result of the recent
nomination forms that were sent out the following people were
elected by the members for the Board of Directors; Brian Curtis,
Sean Dikeman, Jay Conner, Jeff Suess, Dave Zuleger, Matt
Bennett, Nicholas Martin and Cleon Williams. At the December 4,
2006 Board of Directors meeting the Executive Board was
elected. The results were Brian Curtis was elected as
President, Sean Dikeman as Senior Vice President, Matt Bennett
as Vice President and Jay Conner as Secretary. All Board and
Executive Board positions are for three year terms.
September 2006
Loudoun Chapter
President and Political Action Committee Chairperson participate in
political screenings.
On September 15th
and 16th Chapter President Brian Curtis and P.A.C. Chairperson Jay
Conner went to Richmond to be part of the Virginia Division
Political Screening committee. The two day process consisted of
interviewing candidates for the offices of the U.S. Senate and House
of Representatives. Immediately following the screening process the
Virginia Division PBA Board of Trustees, which the Chapter President
of each Chapter holds a seat, met to discuss the candidates the VA
PBA would be endorsing for the Congressional offices that are up for
election this November. This was a very important process for the VA
PBA and its members. It gave them a chance to find out about
the candidates, both incumbents and opponents as well as give them
the opportunity to find out about the PBA and our concerns. It was a
very educational process. From this meeting, the Virginia Division
agreed that the following candidates will support their issues of
due process, retirement, and protection of personal information and
they publicly support and endorse their election into Congressional
office. They are;

responded to the scene to assist the member in this matter.

May 2006 Loundoun Chapter President and
Senior Vice President attend training in Georgia.
On May 25-26, 2006 Chapter
President Brian Curtis and Senior Vice President Sean Dikeman
attended leadership training at the SSPBA headquarters located in
McDonough, Georgia. This training is required by the SSPBA for
status as an active chapter. While there they learned about managing
a PBA chapter, PBA fundraising, why it is important to be
politically active, the legal defense benefit, grievances and
discipline. They were also able to tour the headquarters facility
and meet the SSPBA staff. Leadership from North Carolina,
Mississippi, Georgia, Arkansas and other parts of Virginia were also
attending the training providing an excellent opportunity to
network.
March 14,
2006 Member receives assistance.
A member with the
Loudoun County Sheriff’s Office contacted PBA regarding an on-duty
shooting incident. PBA Attorney William Fitzpatrick was
contacted and responded to the scene to assist the member in this
matter.
March 6, 2006
Member receives assistance.
A member with
the Loudoun County Sheriff’s Office has been named as a defendant in
a pending lawsuit. PBA Attorney Kevin Locklin has been assigned to
monitor the case on behalf of the member.
November 2005 The First
Loudoun Board
of Directors is put in place.
On November 7, 2005 at the Steering
Committee meeting the first Loudoun Chapter Board of Directors was
selected. The following members volunteered to be on the Board;
Brian Curtis, Sean Dikeman, Matt Bennett, Craig Schleiden, Kim
Holway and Dan Martynowicz. From these Board members Brian Curtis
was voted as President, Sean Dikeman as Senior Vice President, Matt
Bennett as Vice President and Craig Schleiden as Secretary.
These original members of the Board will serve a one year term at
which time an election will be held and all further terms will be
for three years.
May 2005 The Loudoun Chapter
of the Virginia Police Benevolent Association is formed.
On May 24, 2005 the Loudoun County
Law Enforcement Coalition, I.U.P.A Local 5011 held a membership
meeting at the Famous Dave’s restaurant in Cascades. The purpose of
the meeting was to decide if they should disband Local 5011 and join
a new organization with the Virginia Police Benevolent Association
which is a Division of the Southern States Police Benevolent
Association. Gary Martin, a representative from the SSPBA, was also
present to give a brief presentation and answer any questions.
After a brief discussion between the members present, a motion was
made to disband Local 5011 and to create a local Chapter of the
Virginia Police Benevolent Association. The motion passed
unanimously and the Loudoun Chapter was born.
At this time everyone present joined and the Steering Committee was
created which consisted of the following members Brian Curtis, Sean
Dikeman, Jay Conner, Claye Pickrell, Easton McDonald, Keith Ablard,
Matt Lang, Rob Brown, Jeff Martin, George Cumberledge and Jeff Hunt
who was appointed the chairperson.
